<br /> SECTION 4. The provisions of this ordinance are severable, <br />and if any section, sentence, phrase, clause or other provision <br />should be declared invalid by the final judgment or decree of <br />a Court of competent jurisdiction, such invalidity shall not <br />affect any of the remaining sections, sentences, phrases, <br />clauses or provisions.
