' " <br /> SECTION 2. This ordinance is hereby declared by the Council of <br /> Redwood City to be necessary as an emergency measure for the immediate <br /> preservation of the public peace, health, and safety in that the <br /> revenues anticipated to be received by the increase in fees and charges <br /> established hereby are included in the City's Annual Budget for Fiscal <br /> Year July 1, 1978-June 30, 1979, as a partial off-set for the anticipated <br /> reduction in ad valorem real property tax revenues pursuant to Article <br /> XIII A of the Constitution of the State of California added by initiative <br /> amendmen t, the pertinent provisions of which become operative July 1, <br /> 1978. The proceeds of the fees and charges which are the subject of <br /> this ordinance are used to recover the costs of the services provided <br /> by the Building Department of the City of Redwood City which heretofore <br /> had been partially defrayed by revenues received from the imposition <br /> of the ad valorem real property tax. As such replacement revenues, <br /> the proceeds from the fees and charges specified in Section 1 hereof <br /> are used for the usual and current expenses of the City, and are <br /> necessary to preserve the public peace, health, and safety. <br /> SECTION 3. This ordinance shall become effective upon its <br /> adoption, and the provisions hereof shall be operative on and after <br /> July 1, 1978. <br /> SECTION 4. The provisions of this ordinance are severable, and <br /> if any section, sentence, phrase, clause or other provisions should <br /> be declared invalid by the final judgment or decree of a Court of <br /> competent jurisdiction, such invalidity shall not affect any of the <br /> remaining sections, sentences, phrases, clauses or provisions. <br /> Notwithstanding the foregoing and the provisions of Section 3, if said <br /> section be so adjudged or decreed invalid, then this ordinance shall <br /> become effective 30 days after adoption hereof. <br /> * * * <br /> -4- <br /> "?-. <br />
