nor until its publication at least once in the official <br />newspaper of the city at least three (3) days before its <br />adoption; provided, however, that ordinances calling <br />elections and ordinances carrying out the provisions of <br />elections need not be published prior to adoption; <br />provided further, however, that the Council may, to the <br />extent authorized by the general laws of the state and <br />subject to the procedure set forth by such law, enact <br />any ordinance which adopts additional identified matter <br />by reference. In case of an ordinance being amended <br />before its final adoption and after its publication, <br />it shall in like manner be republished in full as amended <br />at least one day before its adoption as amended; provided, <br />however, that where such amendment is made for the correction <br />of clerical errors or omissions of form only, then such <br />ordinances need not be given a first reading or a re- <br />publication as corrected. <br />Except as otherwise provided by general law, or <br />this charter, no action providing for the appropriation <br />or expenditure of public money, in any amount over two <br />thousand dollars (2,000), or for the levying of any tax <br />or assessment, or for the granting of any franchise, or <br />for the establishment or change of zoning regulations,or <br />for the imposition of any penalty of fine or imprisonment, <br />shall be taken except by ordinance. Any and all other <br />legislative action may be accomplished by resolution or <br />ordinance as the Council may determine. <br />No ordinance or portion thereof shall be repealed <br />except by ordinance. No ordinance shall be revised, <br />re-enacted, or amended by reference to its title only; <br />but the ordinance to be revised or re-enacted, or the <br />section or sections thereof to be amended, or the new <br />- 8 - <br />
