REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 22, 2017 <br /> <br />SUBJECT <br />Amendment No. 1 to Amended and Restated Agreement for Professional Services with <br />CSG Consultants, Inc., Amendment No. 1 to Amended and Restated Agreement for <br />Professional Services with Shums Coda & Associates, Inc., and Amendment No. 1 to <br />Amended and Restated Agreement for Professional Services with West Coast Code <br />Consultants, Inc. <br /> <br />RECOMMENDATION <br />By motion, approve, and authorize City Manager to execute: <br />1. Amendment No. 1 to Amended and Restated Agreement for Professional Services <br />with CSG Consultants, Inc. in the amount of $200,000 (for a total of $1,201,000) for <br />building inspection and plan review services; and <br />2. Amendment No. 1 to Amended and Restated Agreement for Professional Services <br />with Shums Coda & Associates, Inc. in the amount of $300,000 (for a total of $881,000) <br />for building inspection and plan review services; and <br />3. Amendment No. 1 to Amended and Restated Agreement for Professional Services <br />with West Coast Code Consultants, Inc. in the amount of $500,000 (for a total of <br />$1,251,000) for building inspection and plan review services <br /> <br /> <br />BACKGROUND <br />In November 2014, the City issued a request for proposals (RFP) for building <br />inspection and plan review services. At the July 27, 2015 meeting the City Council <br />approved the execution of professional service agreements with CSG Consultants Inc. <br />(CSG), Shums-Coda & Associates (Shums Coda), and West Coast Code Consultants <br />(WC3) to perform plan check review and building inspection services for the Building <br />Division and Fire Department to augment the capacity of City staff. On May 9, 2016 <br />the City Council approved the execution of an Amended and Restated Professional <br />Services Agreement with each of the three consultants. The amended and restated <br />agreements extended the term and increased the agreement amount in anticipation of <br />the need for continued services. The amended and restated agreements also <br />amended the scope of the agreement to specifically restate its terms and replace the <br />Building Division’s competitive bidding process for the plan review of large individual <br />development projects with a proposal and task order process. <br /> <br /> <br />6.1.F. - Page 1
