REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 22, 2017 <br /> <br />SUBJECT <br />Amendment to the Professional Services Agreement with LSA Associates, Inc. for <br />environmental consulting services for the 1548 Maple Street Project <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute an amendment to the <br />agreement with LSA Associates, Inc for the preparation of an Environmental Impact <br />Report for the 1548 Maple Street Project for an additional authorization of $177,950 (for <br />a total agreement amount of $243,880) <br /> <br />BACKGROUND <br />In October 2014, Watt Communities, LLC submitted an application for the development <br />of a multi-unit residential townhouse development at 1548 Maple Street. CRP/Strada <br />1548 Maple Venture, LLC has since taken over the proposed project and is the project <br />applicant. The applicant proposes to construct 131 three-story townhome style <br />residential units, surface parking, private and public open space including improving a <br />portion of the Bay Trail along the waterfront. The project requires the following <br />entitlements: <br /> <br />· Zoning Map and Zoning Text Amendment <br />· Tentative Map <br />· Condominium Permit <br />· Planned Development Permit (for tandem parking and condominium purposes) <br />· Use Permit (for development within 500’ of the freeway) <br />· Sign Permit (for development identification and public access signage) <br />· Development Agreement <br />· Environmental Impact Report (EIR) <br /> <br />On January 9, 2017, the City Council authorized the City Manager to execute an <br />agreement with LSA Associates, Inc. for preparation of an Initial Study Checklist in <br />accordance with the California Environmental Quality Act (CEQA) for the 1548 Maple <br />Street Project in an amount not to exceed $65,930. The initial contract with LSA <br />included the preparation of the Initial Study to determine the extent of the full <br />environmental analysis to be considered. City staff, LSA staff and the applicant met for <br />a CEQA kick-off meeting. It was determined that it would be more efficient to proceed <br />6.1.A. - Page 1
