ANALYSIS Planning staff and the applicant have determined that an EIR will be necessary for the proposed project. Staff would like to proceed with preparation of the EIR at this time to provide a more efficient and timely review of the project. LSA has submitted a proposal to complete the EIR for a total budget not to exceed $232,280. Of this amount, $74,000 is for the preparation of a traffic study by Fehr & Peers. LSA estimates completion of the Draft EIR for publication five months from receiving approval of the contract amendment. LSA estimates an additional three months from issuance of the Draft EIR to publication of the Final EIR. This includes a 45-day public review period and time for the consultant to respond to comments. The City Council approved the initial contract in an amount not to exceed $65,930. Staff recommends the City Council approve the contract amendment to authorize an additional $177,950 for a total contract authorization of $232,280 to complete the EIR. The total authorization includes an $11,600 contingency that will not be used without prior written consent of the City. ALTERNATIVES Do not authorize execution of the contract amendment and direct staff to proceed with preparation of an Initial Study prior to preparation of the EIR. FISCAL IMPACT The applicant has entered into a Reimbursement Agreement and agrees to reimburse the City for all costs associated with the processing of the application including all costs associated with outside consultants and preparation of the environmental assessment (EIR).
