REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 22, 2017 <br /> <br />SUBJECT <br />Amendment No. 7 to the Sanitary Sewerage Treatment Capacity Rights and Services <br />(Town of Woodside) Agreement <br /> <br />RECOMMENDATION <br />Adopt a resolution approving Amendment No. 7 to the Sanitary Sewerage Treatment <br />Capacity Rights and Services (Town of Woodside) Agreement and authorizing the City <br />Manager to execute said amendment <br /> <br />BACKGROUND <br />On May 7, 1997, the Town of Woodside (Town) entered into a Sanitary Sewerage <br />Treatment Capacity Rights and Services Agreement (Agreement) with the City of <br />Redwood City (City) to use the City’s sewer capacity for the development of their Town <br />Center. The Agreement defined the obligations and responsibilities of the Town of <br />Woodside, the Fair Oaks Sewer Maintenance District, and the City of Redwood City. <br />The Town of Woodside agreed to: <br />1. Acquire 100,000 gallons per day of treatment capacity through the City of <br />Redwood City, which is a member agency of the Silicon Valley Clean Water <br />Authority (SVCW), to service the sewage effluent from Town Center, and <br />2. Compensate the Fair Oaks Sewer Maintenance District (FOSMD) and the City <br />of Redwood City for the use of their sewer facilities to transport the Town of <br />Woodside’s sewage to SVCW’s treatment plant for treatment and disposal. <br /> <br />The Agreement limits the service area from the Town of Woodside Downtown Area to <br />the area from Palm Circle Road to Godetia Drive, and from Canada Road to Glencrag <br />Way. Cañada College is not included within the service area, and any changes to this <br />service area will require the City of Redwood City’s and Fair Oaks Sewer Maintenance <br />District’s approval. <br /> <br /> <br />ANALYSIS <br />The Town of Woodside has requested an Amendment No. 7 to the Sanitary Sewerage <br />Treatment Capacity Rights and Services Agreement to amend the Service Area Map for <br />the Town Center Sewer Assessment District (TCSAD). This amendment would add the <br />6.3.A. - Page 1
