property at 1450 Cañada Road (APN 072-162-130) in the Town of Woodside into the <br />Town Center Sewer Assessment District. This is proposed because the property has a <br />failed septic system that could become a public health problem if not addressed. Exhibit <br />“A” of the attached proposed agreement shows the current Town Center Sewer <br />Assessment District service area. Exhibit “B” of the proposed agreement is the addition <br />of the property at 1450 Cañada Road in the Town of Woodside (APN 072-162-030) into <br />the service area, as stated in the Town’s Resolution No. 2016 – 7130 dated November <br />15, 2016. <br />In the six prior amendments to the Agreement, fifteen parcels were added to the service <br />area for TCSAD. Based on recent flow meter readings and connection counts from the <br />Town of Woodside, the Town’s current sewerage flow is less than 50% of the 100,000 <br />gallons per day of treatment capacity purchased from the City. With the proposed <br />addition of one property, an estimated additional 270 gallons per day will be generated <br />from TCSAD. TCSAD’s total flow will remain well below the agreed 100,000 gallons per <br />day for treatment capacity. <br />The Fair Oaks Sewer Maintenance District will also have to consent to this Amendment, <br />as the flow from TCASD initially passes through FOSMD’s sewage collection system <br />before the effluent is conveyed into Redwood City’s sewage collection system and then <br />onto SVCW’s wastewater treatment plant in Redwood Shores. <br /> <br />ALTERNATIVES <br />Do not approve Amendment No. 7 to Sanitary Sewage Capacity Rights and Services <br />Agreement. The property owner will have to seek another alternative for sewer <br />connection or abandon their home property. <br /> <br />FISCAL IMPACT <br />In accordance with the Sanitary Sewerage Treatment Capacity Rights and Services <br />(Town of Woodside) Agreement, the Town will pay Redwood City the metered costs, as <br />established by the Agreement. The costs include sewage transmission, treatment, and <br />capacity rental. The incremental increase from this property will be billed according to the <br />Agreement. <br /> <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) <br />Guidelines Section 15378, because the City has determined that it has no potential to <br />result in either a direct or reasonably foreseeable indirect physical change in the <br />environment. <br />6.3.A. - Page 2
