REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 22, 2017 <br /> <br />SUBJECT <br />Resolution of Local Support for the 101 Woodside Class I Bikeway Project – One Bay <br />Area Grant 2 (OBAG 2) - Bicycle and Pedestrian Improvement Program (BPIP) <br /> <br />RECOMMENDATION <br />Adopt a resolution authorizing the filing of an application to the Metropolitan <br />Transportation Commission (MTC) for an allocation of funding and authorize the City <br />Manager to execute related documents and accept funds <br /> <br />BACKGROUND <br />In September 2016 the City/County Association of Governments (C/CAG) issued a call <br />for projects for the Bicycle and Pedestrian Improvement Program (BPIP) under the MTC <br />One Bay Area Grant 2 (OBAG 2) Program. The goal of the program is to fund bicycle <br />and pedestrian improvements serving Priority Development Areas (PDAs) to support <br />the Regional Transportation Plan/Sustainable Communities Strategy (aka Plan Bay <br />Area 2040). Redwood City submitted an application for the 101 Woodside Class I <br />Bikeway Project, part of the United States Highway 101 (US 101)/State Route (SR) 84 <br />(Woodside Road) Interchange Improvement Project. <br />Redwood City was awarded $948,000, provided that the City contribute the required <br />matching funds of $123,000. <br /> <br />ANALYSIS <br />The 101 Woodside Class I Bikeway Project, part of the United States Highway 101 (US <br />101)/State Route (SR) 84 (Woodside Road) Interchange Improvement Project, would <br />construct a new Class I Bikeway on the west side of Woodside Road, which would <br />connect Veterans Boulevard and continue along the Union Pacific Railroad <br />(UPRR)tracks that cross under US 101 to the Seaport Boulevard/East Bayshore <br />Road/Blomquist Street intersection. <br /> <br />As currently conceived, this project cannot be built independently from the 101/84 <br />Interchange Improvement Project. The path requires a new abutment be built <br />underneath Highway 101 in order to provide the necessary width for the path and the <br />UPRR railroad tracks. During the design phase of the 101/84 Interchange Improvement <br />Project, staff will explore opportunities for advancing construction of the bikeway project <br />before the interchange. If this were to occur, closures of the bike path would be required <br />during construction of the interchange project. The 101/84 Interchange Improvement <br />6.3.B. - Page 1
