Setting and Impacts <br />The setting and impacts documentation for each of the issue areas described below will be <br />incorporated into the EIR. This analysis will clearly describe the affected environment and the <br />environmental consequences of implementation of the proposed project. The agreed upon <br />significance thresholds will be clearly stated within each section and will be used to determine <br />impacts. Where relevant, impacts will be separately identified by their occurrence during either the <br />construction or operations periods. Feasible mitigation measures (as well as the residual impacts or <br />effects of each measure) will be identified. <br /> <br />a. Land Use and Planning. This section will include a description of existing land uses within and <br />in the vicinity of the project site. The EIR will address potential land use and planning related to the <br />project’s consistency with local plans and policies and its relationship to adjacent uses. LSA <br />understands that the project is expected to be consistent with the City’s General Plan land use <br />designations of Mixed‐Use – Waterfront, but that the City’s zoning code would need to be updated <br />to be consistent with the General Plan in order to allow for residential development on the project <br />site. The effects of this change in zoning would be addressed in this section of the EIR. <br /> <br />b. Biological Resources. The project site is located on former baylands in Redwood City. The site <br />is mostly disturbed and as such, little natural habitat is present except where native vegetation has <br />become established along Redwood Creek. Some emergent vegetation may also be located in a <br />ditch along Maple Street. LSA proposes to conduct a reconnaissance level survey of the site and use <br />the background documents prepared for the IHSP Draft EIR to characterize the project site and <br />identify the potential for biological resources impacts of the proposed project. <br /> <br />Based on our initial review of the IHSP background documents, the site‐specific studies and/or <br />updates that would be required for preparation of a project‐specific EIR would include: updated <br />species lists; updated species database searches; assessments of the suitability of habitats on the <br />project site to support special‐status species; and a field delineation of the US Army Corps of <br />Engineers and Water Board jurisdiction limiting the study area to the current project site. LSA will <br />complete each of these tasks for the EIR. Applicable maps generated for the IHSP Draft EIR would <br />also be revised to overlay the current development scheme over the updated delineation and land <br />cover types. LSA biologists will conduct field surveys of the site to collect the data needed to update <br />this information. We will describe the current environmental conditions for the site and assess <br />impacts to sensitive biological and wetland resources that could be affected by the proposed <br />project. Measures to avoid, minimize, and/or compensate for the impacts will be developed to <br />reduce the level of impact to less than significant. <br /> <br />This scope includes the following assumptions: <br /> All graphics to be modified can be obtained in electronic format (ArcGIS); <br /> The delineation will cover the current project area only; and <br /> Verification of the delineation would be conducted at the request of the City as an extra <br />service. <br /> <br /> <br />ATTY/AGR/2017/AMENDMENTS/AMEND NO.1 LSA ASSOCIATES INC. <br />REV: 05-03-17 VR <br />Page 10 of 27 <br />6.1.A. - Page 13
