332 Pine Street, 4th Floor San Francisco, CA 94104 (415) 348-0300 Fax (415) 773-1790
www.fehrandpeers.com

April 20, 2017

Theresa Wallace
LSA Associates, Inc.
2215 Fifth Street
Berkeley, CA 94710

Subject: 1548 Maple Street EIR Section Scope of Work
Dear Theresa:
We are pleased to present the following scope of work to prepare the transportation section of the
Draft Environmental Impact Report (DEIR) for the proposed 1548 Maple Street residential
development (Project) in Redwood City. Our scope of work and as sociated fee are presented below.
SCOPE OF WORK
Fehr & Peers proposes to conduct the following eight tasks to prepare the transportation section
of the 1548 Maple Street DEIR. Due to the small size of the Project, it is unlikely to generate enough
peak hour trips to be subject to the San Mateo City/County Association of Governments (C/CAG)
Transportation Demand Management (TDM) requirements. Therefore, these tasks are not included
in the below scope of work. If the City requests these tasks, the scope of work and fee would need
to be adjusted accordingly. The Project is located within the formerly proposed Inner Harbor
Specific Plan (IHSP) Area. The IHSP underwent a City and public review process, but was ultimately
not adopted. This scope of work builds off the scope of work and methodologies that were
previously approved by the City for the IHSP DEIR.
Task 1 – Data Collection
Based on the Project’s location, we assume the DEIR will contain a similar study area and similar
study facilities to those for the IHSP DEIR. Existing intersection turning movement counts for IHSP
study intersections were collected in 2014 and traffic patterns likely have recently changed in the
study area. Therefore, Fehr & Peers will collect new weekday morning (7:00 to 9:00 AM) and evening
(4:00 to 6:00 PM) peak period traffic counts for up to eight study intersections, two freeway
segments, and four freeway ramps identified below. Counts will be conducted mid-week and while
area schools are in session.
Study Intersections
1. Veterans Boulevard / Whipple Avenue
2. Whipple Avenue / U.S. 101 Northbound Off-Ramp
3. East Bayshore Road / Bair Island Road / Blomquist Street extension (Roundabout)
4. Maple Street / Veterans Boulevard
5.
