US 101 from Marsh Road to Woodside Road <br />2. US 101 from Woodside Road to Whipple Avenue <br />Study Freeway Ramps <br /> US 101 Woodside Road / Seaport Boulevard (SR 84) on and off ramps that provide <br />access to the Project site (four total ramps including two off-ramps and two on-ramps <br />connecting to Seaport Boulevard north of US-101) <br />Fehr & Peers will confirm the location of study intersections with Redwood City Staff prior to <br />collecting data. We will compare new intersection counts to those previously collected for the IHSP <br />DEIR. In addition to these study intersections, we will also analyze up to three future Project <br />driveways in Synchro under Plus Project conditions. <br />Fehr & Peers will conduct a weekday site visit during the morning and evening peak periods to <br />review the existing transportation conditions surrounding the Project site. This will include <br />observations of traffic flow, pedestrian and bicycle access in the vicinity of the site, and a review of <br />existing conditions at the site of the Project’s proposed driveways. <br />Task 2 – Existing Conditions <br />Fehr & Peers will calculate the existing AM and PM peak hour levels of service for study intersections <br />and freeway segments based on the traffic counts and site observations collected as a part of Task <br />1. We propose to use the Synchro/SimTraffic analysis platform consistent with the IHSP DEIR <br />analysis (up to three intersections in Synchro and five intersections in SimTraffic). SimTraffic is <br />recommended for closely spaced intersections or for intersections where vehicle queues are <br />expected to spillback from adjacent intersections while Synchro is recommended for intersections <br />that operate more in isolation. Fehr & Peers will update the SimTraffic model developed for the <br />ISHP DEIR for the intersections near the Woodside interchange with US 101with new turning <br />movement counts. The models will be calibrated and validated based on site visits conducted in <br />Task 1 to ensure that they reflect observed queues and spillback between adjacent intersections. <br />Additionally, we will qualitatively describe pedestrian, bicycle, and transit facilities in the study area. <br />To the extent possible, this task will build off previous work done for the IHSP DEIR; however, this <br />update will require substantial effort to update the intersection volumes, check signal timings and <br />intersection geometry, and calibrate the models to match the observed queues. <br />Task 3 –Trip Generation, Distribution, and Assignment <br />We will summarize the trip generation based on a Project Description and Site Plan provided by <br />the City. We will use methodologies consistent with the IHSP DEIR. <br />Using a similar trip distribution and trip assignment patterns used in the IHSP DEIR, we will assign <br />vehicle trips to the roadway network.
