Theresa Wallace, LSA Associates, Inc. <br />April 20, 2017 <br />Page 3 of 5 <br />mainline segments closest to the Project (north and south of Woodside Interchange), and four <br />freeway ramps that Project traffic would use to access the US-101 from Woodside. <br />Construction of a Blomquist Extension to East Bayshore Road and the Whipple Avenue Interchange <br />is being considered as a variant of this Project. Therefore, we will prepare two versions of the trip <br />assignment for Existing Plus Project conditions – (1) without t he Blomquist Extension for the Project <br />and (2) with the Blomquist Extension for the Project Variant. The Blomquist Extension is included in <br />the City’s Transportation Impact Fee program and is reasonably foreseeable to be a part of the <br />cumulative roadway network, and will therefore be included under all cumulative scenarios. <br />In addition to generating this information for the Project, we will determine the traffic generated <br />by the development assumed in the cumulative build-out of the Redwood City General Plan. The <br />methodology for determining the travel demand of these land uses will be similar to that of the <br />Proposed Project. This information will be used to develop Cumulative No Project traffic conditions <br />as described below in Task 5. <br />Task 4 – Existing Plus Project Conditions <br />Fehr & Peers will add the Project-generated vehicle trips developed in Task 3 to the existing <br />conditions traffic volumes developed in Task 2 to create Existing Plus Project and Project Variant <br />Conditions traffic volumes. <br />Fehr & Peers will complete an impact assessment by comparing the results of Existing Plus Project <br />Conditions to the Existing (no Project) Conditions for the eight study intersections, two future <br />Project driveways, two freeway mainline segments, and four freeway ramps. We will complete this <br />impact assessment for the Project and Project Variant conditions. Identification of impacts will be <br />determined by comparing the results to the City’s Significance Criteria presented in the Redwood <br />City General Plan. We will identify mitigation measures for significant impacts and discuss feasibility <br />and implementation factors with City Staff for comment and concurrence prior to completing the <br />study. <br />Task 5 – Cumulative Conditions <br />Fehr & Peers will use Cumulative (year 2040) forecasts previously prepared for the IHSP DEIR as a <br />starting point to create Cumulative intersection turning movement forecasts. To create Cumulative <br />No Project turning movement forecasts, we will start with the Cumulative without IHSP turning <br />movement forecasts, which assumed no new development anywhere in the study area. We will then <br />manually add the traffic generated by the development assumed in the Redwood City General Plan <br />described in Task 3 to these forecasts to create Cumulative No Project volumes. These volumes will <br />account for a condition where no change to zoning would occur at the Project site. <br />We will then develop Cumulative Plus Project volumes by adding the Project generated traffic to <br />the Cumulative No Project forecasts. We will apply a credit for the removal of the land uses currently <br />allowed for the Project Site after confirming this approach with the City. <br />Fehr & Peers will complete an impact assessment by comparing the results of Cumulative Plus <br />Project Conditions to the Cumulative No Project Conditions. Identification of impacts will be <br />determined by comparing the results to the City’s Significance Criteria.
