REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 22, 2017 <br /> <br />SUBJECT <br />Award of Contract – Middlefield Road and Woodside Road Intersection Improvements <br />Project and Approval of Easement <br /> <br />RECOMMENDATION <br />By Motion: <br />1. Approve the contract documents and award the standard form construction contract <br />(Section 00520) for the Middlefield Road and Woodside Road Intersection <br />Improvements Project to Granite Rock Company of San Jose, California, for their <br />responsive low bid of $1,562,685, and authorize the City Manager to increase the <br />contract amount, if necessary, up to 10% above the contract unit price, and find that <br />the project is exempt from the requirements of the California Environmental Quality <br />Act (CEQA) under CEQA Guidelines Section 15301 (Existing Facilities). <br />2. Approve an associated Easement for sidewalk and other purposes, and authorize <br />the City Manager to accept the Easement granted by Mortgage Investors IV LLC at <br />2001 Middlefield Road, and execute the Certificate of Acceptance <br /> <br />BACKGROUND <br />Woodside Road presents a significant barrier to pedestrian travel, and divides the <br />neighborhood and communities along Middlefield Road. At the signalized intersection of <br />Middlefield Road and Woodside Road, there are no pedestrian amenities and <br />pedestrian crossings are prohibited. Nevertheless, many residents choose to walk <br />across Woodside Road at Middlefield Road because it is a direct path of travel between <br />the neighborhoods. <br /> <br />A continuous, direct walking route along Middlefield Road and across Woodside Road <br />would help reduce the dependence on driving and parking, and support residents for <br />whom walking is their only form of transportation. Local residents identified safe <br />pedestrian and safe bicycle crossing of Middlefield Road and Woodside Road as a <br />“major community need” during the outreach process for a mobility plan that was <br />conducted in the area around Hoover School (http://www.rwc2020.org/wp- <br />content/uploads/2015/12/Hoover-Mobility-Study.pdf). <br /> <br />In order to construct a sidewalk on the east side of Middlefield Road between Woodside <br />Road and Manzanita Street without reducing the number of travel lanes, it was <br />necessary to acquire an easement for the right of public ingress and egress within a <br />6.1.B. - Page 1
