The easement would allow for a sidewalk <br />and other public purposes. <br /> <br /> <br />ANALYSIS <br />This project will address the community need for increased pedestrian safety and <br />mobility by redesigning and reconstructing the intersection and traffic signal system to <br />provide continuous sidewalks leading to the intersection and signalized crosswalks on <br />all sides of the intersection. The project will provide a fully accessible pedestrian path of <br />travel across Woodside Road. The design conforms to City, State, and Americans with <br />Disability Act (ADA) standards. A Caltrans Encroachment Permit has been obtained to <br />allow construction of the project, which is mostly within State right-of-way. Other <br />associated improvements include increased safety lighting, accessible pedestrian <br />signals, an emergency vehicle pre-emption system, and bicycle lanes. <br />A future bicycle and pedestrian enhancement project on Middlefield Road between <br />Woodside Road and Main Street is planned and under design. This upcoming project <br />will connect to the proposed improvements at Middlefield Road and Woodside Road <br />and will further increase the walkability and livability of Middlefield Road. <br />In accordance with City requirements, the City completed the advertising and bidding <br />process for the construction contract. Three bids were received by the bid deadline on <br />April 12, 2017. The bid amounts are summarized in the table below. <br />Bidder Bid Amount <br />1 Granite Rock Company $1,562,685.00 <br />2 Wattis Construction Co., Inc. $1,683,721.00 <br />3 Sposeto Engineering, Inc. $1,909,525.80 <br /> Engineer’s Estimate $1,257,700.00 <br /> <br />The low bid was determined based on the total base bid. The total base bid of <br />$1,562,685.00 from Granite Rock Company is approximately 20% higher than the <br />engineer’s estimate of $1,257,700.00 for the cost of construction. Based upon the bids <br />received, staff believes that the low bid of $1,562,685.00 is reasonable and responsive, <br />and recommends awarding the contract to Granite Rock Company. <br /> <br />If approved, construction of the Middlefield Road and Woodside Road Improvements <br />Project is anticipated to begin this summer. Notification of the proposed work will be <br />distributed to surrounding residents and business owners in advance of the start of <br />work. Large message boards will be placed at the intersection in advance of the start of <br />the work to notify motorists. <br /> <br />6.1.B. - Page 2
