<br /> as herein provided. <br /> SECTION 5. California Constitution Article XIIIA Contingencies. <br /> In the event moneys or other resources are received by or <br /> allocated to the City of Redwood City from the State of California, <br /> the County of San Mateo, or any other source pursuant to or by <br /> reason of Article XIIIA of the California Constitution, added <br /> by Initiative Amendment in June, 1978, which moneys or resources <br /> are not appropriated or otherwise allocated in the budget referred <br /> to in Section 1 hereof, such moneys or resources shall be deemed <br /> appropriated to the program for Resources Held in Reserves, from <br /> which said moneys or resources shall or may be transferred or appro- <br /> priated from time to time, or at any time, during the fiscal <br /> year July 1, 1978 - June 30, 1979 in accordance with the provisions <br /> of Section 51.5 of the Charter of the City of Redwood City. In <br /> the event moneys or resources anticipated to be received by the <br /> City of Redwood City pursuant to said Article XIIIA upon which <br /> certain appropriations and programs or portions of certain <br /> appropriations and programs are based in the budget referred to <br /> in Section 1 hereof, are not received, in whole or in part, as <br /> so anticipated, the appropriations and programs affected by such <br /> contingency may be cancelled, in whole or in part, at the discretion <br /> of the Council of Redwood City, by ordinance adopted by the affirma- <br /> tive vote of 5/7ths of all members of the Council; provided, that <br /> nothing herein shall be deemed a limitation upon the Council's <br /> authority otherwise to act upon such contingency. <br /> SECTION 6. Emergency Expenditures. Upon the happening of <br /> any emergency caused by fire, flood, explosion, storm, earthquake, <br /> epidemic, riot or insurrection, or for the immediate preservation <br /> -4- <br /> ..'"~ <br />
