of public order, peace, health and safety, or for the restoration to a condition of usefulness of any public property/the usefulness of which has been destroyed by accident or act of God, or for the relief of an area stricken by calamity, or to meet monetary expenditure required by law, the City Council may, upon the adoption by 2/3rds vote of the members present at any regular, adjourned or special meeting, of a resolution stating the facts constituting the emergency, make the expenditure necessary to meet such emergency. All emergency expenditures shall be paid by warrant or check from any fund properly chargeable therewith and the Director of Finance is hereby authorized and directed to pay such warrants. SECTION 7. Disposition of Unexpended Unencumbered Moneys in Funds at Close of Fiscal Year. All unexpended unencumbered moneys remaining in any fund or account of the City of Redwood City at the close of the fiscal year, June 30, 1978, the disposition of which is not otherwise provided for in the above mentioned budget for the fiscal year July 1, 1978 - June 30, 1979, as approved herein, or in the Charter, ordinances, or resolutions of the City of Redwood City, or by general law, or by other legal obligation are hereby ordered transferred to the General Fund of the City of Redwood City for the fiscal year July 1, 1978 - June 30, 1979. SECTION 8. Amended Disposition of Proceeds Collected Under Article I, Chapter 32, Code of the City of Redwood City. The sum of Three Hundred Fourteen Thousand Five Hundred and No/IOO Dollars ($314,500.00) is hereby appropriated and transferred from the Capital Outlay Fund to the General Fund for expenditure during the fiscal year July 1, 1978 - June 30, 1979. To the extent provided herein, this section shall be deemed to be an amendment of Section 32.15 of the Code of the City of Redwood City for the fiscal year July 1, 1978 - June 30, 1979, only. -5- -..
