<br />by the owner or operator of such service with the City Clerk. <br />No rates or charges other than those specified in such rate <br />schedule shall be made by the owner or operator. At least <br />30 days prior to the effective date of any adjustments to <br />rates or charges, the owner or operator shall file a notice <br />of such adjustments with the City Clerk, setting forth the <br />rates or charges then in effect, the proposed rates or charges <br />and the dates upon which said proposed rates or charges are <br />to become effective. <br /> " (b) It shall be unlawful for the owner or driver of <br />any taxicab in the City to fix, charge or collect for service <br />a rate more or less than that specified in the rate schedule <br />then in effect and on file with the City Clerk. <br /> " (c) Notwithstanding the provisions of subsection (a) , <br />above, the City Council may enact regulations regulating the <br />setting of rates or charges for taxi service and making of <br />adjustments thereto. <br /> " (d) The owner or operator of any taxi service permitted <br />under Article II, hereof, shall file with the City, within <br />60 days after the expiration of any calendar year, or such <br />other annual period as may be determined by the City Manager, <br />during which such service is in operation, a financial statement <br />prepared by a Certified Public Accountant showing in detail <br />the total gross receipts, total operating expense, total <br />administrative expense and net profit or loss, of such taxi <br />service, its successors or assigns, during the preceding <br />calendar year. The City shall have the right to examine the <br />books and records of such taxi service. " <br />SECTION 4.
