Exhibit "A"
SCOPE OF WORK
Task 1. Walk/Bike Audits and Field Review
Task 1.1. Walk/Bike Audits
Consultant will facilitate walk and bike audits at four school sites in the Redwood City
School District (Taft, Hoover, Garfield, and Selby Lane) to evaluate infrastructure and
behavioral issues during the morning arrival or afternoon departure time. Stakeholders
will be invited to participate and share their thoughts, concerns and observations. This
scope assumes the City of Redwood City (City) will invite key stakeholders. The session
will begin with a brief training for stakeholders to review the process and hand out
clipboards, 8.5x11 printed aerial maps of the school, and a walk audit checklist that
prompts participants as to specific infrastructure elements and traffic behaviors to be
looking for during the audit. During the audit, we will observe, document and photograph
existing behavioral and physical conditions that may serve as barriers or challenges to
safe walking, bicycling, vehicle or transit access.
The walk/bike audits will include:
• Loading/Circulation (onsite/offsite)
• Crossings (intersections, midblock, marked, unmarked, yield compliance)
• Sidewalks and pathways (presence, width, condition)
• Bikeways (presence, width, condition)
• Traffic signal operations
• School area striping, signage and markings
• Bicycle parking facilities
• School access points/ gates
• Local traffic circulation patterns
Following the walk audit, we will convene in a room at the school where Consultant will
facilitate a working session with stakeholders. We will provide large format maps for
breakout sessions where stakeholders can discuss the observed safety challenges and
brainstorm solutions.
Task 1.2. Field Review
Following each walk and bike audit, which typically cover the school frontage and 1-2
blocks from school campus, Consultant staff will conduct field review of potential bike
routes to school, extending beyond the area covered during the walk and bike audit.
Task Deliverables
• Walk and bike audits and base maps
REV: 05-11-17 RL
ATTY/AGR.2017.102/RC2020 Alta Planning SRTS Walk Audits 2017
