<br />Attachment IIAII <br />City of Redwood City <br />Graffiti Free Zone POlicy Statement <br />Definition: <br />A Graffiti Free Zone is a place so designated by the City Council to be free of personal <br />or group identifying marks (tags, initials, scratches, etc.) which devalue the aesthetic <br />worth of the place, violate the aesthetic values of the community and are offensive <br />to public sensibilities. <br />The place is designated as a Graffiti Free Zone because it is a valuable community <br />resource and a source of public pride. It is created and maintained for the public <br />good and, as such, exists for the use and enjoyment of all Redwood City's citizens. <br />Program: <br />A Graffiti Free Zone will be maintained through the use of four program elements: <br />1) Prevention, which relies on education and public relations campaigns, <br />2) Eradication, which utilizes the efforts of City staff and volunteers, as <br />well as those of the offender, <br />3) Community Support In the form of volunteer monitors, parental <br />concern, school cooperation, business donations and media <br />coverage, and <br />4) Penalties, which affirm that offenders will be arrested and may be <br />required to pay restitution costs, perform community service tasks, <br />lose certain privileges and to suffer other penalties as designated. <br />Penalties: <br />Any person making unauthorized inscription, words, firgures, or design that is marked <br />etched, scratched, drawn, or painted on any structural component of any building, <br />structure, or other facilities, equipment furniture, furnishings or materials, regardless of <br />the nature of the material of that component may be arrested and prosecuted to the <br />fullest extent of the law as set forth In the Califomia Penal Code, Section 594 and 640.5. <br />In addition, the violator must make full financial restitution to the City for the damage, <br />defacement destruction or contamination. If the violator is a minor, the custodial <br />parents, or if none, guardians are responsible to the City for the designated financial <br />restitution, as cited above. <br />6-27-94 <br />'r <br />
