Foreign Language Policy. Upon the request of a
candidate, his or her Statement shall be prepared in Spanish
translation form, subject to payment in advance of all costs
pertaining thereto in accordance with paragraph 5. Spanish
translations of Statements shall be prepared only for those
candidates who expressly request such preparation. No other
language translations shall be provided.
5. Payment. All costs for the printing of Statements in
English and the translating and printing of Statements in Spanish
shall be paid by the candidate in accordance with the provisions
of this paragraph. The City Clerk shall estimate the total cost
of printing, handling, translating and mailing the Statements,
and shall require each candidate proposing to file a Statement to
pay in advance to the City his or her estimated pro-rata share as
a condition of having his or her Statement included in the
voters' pamphlet. The estimated payment shall be deemed only an
approximation of the actual cost, which may vary from one
election to another election, and which may be significantly more
or less than the estimate, depending upon the actual number of
candidates filing Statements and other related factors.
Accordingly, the City Clerk shall not be bound by the estimate
and may, on a pro-rata basis, bill each candidate for additional
actual expenses or refund any excess amount paid, depending upon
the final actual cost. In the event of underpayment, the City
Clerk shall require the candidate to pay the balance of the costs
2
.
