Foreign Language Policy. Upon the request of a <br /> candidate, his or her Statement shall be prepared in Spanish <br /> translation form, subject to payment in advance of all costs <br /> pertaining thereto in accordance with paragraph 5. Spanish <br /> translations of Statements shall be prepared only for those <br /> candidates who expressly request such preparation. No other <br /> language translations shall be provided. <br /> 5. Payment. All costs for the printing of Statements in <br /> English and the translating and printing of Statements in Spanish <br /> shall be paid by the candidate in accordance with the provisions <br /> of this paragraph. The City Clerk shall estimate the total cost <br /> of printing, handling, translating and mailing the Statements, <br /> and shall require each candidate proposing to file a Statement to <br /> pay in advance to the City his or her estimated pro-rata share as <br /> a condition of having his or her Statement included in the <br /> voters' pamphlet. The estimated payment shall be deemed only an <br /> approximation of the actual cost, which may vary from one <br /> election to another election, and which may be significantly more <br /> or less than the estimate, depending upon the actual number of <br /> candidates filing Statements and other related factors. <br /> Accordingly, the City Clerk shall not be bound by the estimate <br /> and may, on a pro-rata basis, bill each candidate for additional <br /> actual expenses or refund any excess amount paid, depending upon <br /> the final actual cost. In the event of underpayment, the City <br /> Clerk shall require the candidate to pay the balance of the costs <br /> 2 <br /> . <br />
