and festival area locations will be determined under the supervision and approval of the <br />Police Chief or his designee. <br /> <br />The fireworks display will be conducted at the Port of Redwood City, with street closures <br />and vehicular and vessel traffic control measures to be determined by the Police <br />Department to regulate the orderly flow of vehicle and vessel traffic. <br /> <br />The specific street closures for this event are delineated in the Event Summary and the <br />Event Plan (attached as Attachment 3). City Council approval is required for these <br />street closures. <br /> <br />In order to minimize impact to the general public for this event, the City will provide the <br />following services and facilities: a street sweeper, traffic cones and barricades, <br />installation of flags along the parade route, access to Courthouse Square, access to the <br />parking structure on Marshall Street for vendor parking, and closure and parking <br />restrictions as detailed in the PCA parade application and letter along various City <br />streets starting at 3:00 pm on Monday, July 3, 2017 until 8:00 pm on Tuesday, July 4, <br />2017. Those services will be provided by members of the following City departments: <br />Fire, Parks and Recreation and Community Services, Police, and Public Works <br />Services. <br /> <br />ANALYSIS <br />The Independence Day Celebration has been a tradition in downtown Redwood City for <br />78 years. Generations of families return to downtown Redwood City each year to watch <br />the parade and celebrate Independence Day. Up to 40,000 visitors are expected to <br />attend the parade this year. The festival showcases the Downtown area and visitors will <br />likely patronize local businesses throughout the day. <br />ALTERNATIVES <br />The City Council could choose not to adopt a Resolution authorizing the street closures <br />as delineated in Exhibit “A” and Exhibit “B”. <br />FISCAL IMPACT <br />Based on expenditures for the 2016 celebration and the event plans for 2017, the total <br />projected cost to the City will be approximately $96,091. Total Police Department <br />overtime costs for traffic and crowd control is projected to be approximately $53,758. <br />Public Works Services Department costs for barricade rental and overtime are projected <br />at $27,192, and Fire Department overtime is projected at $10,141. Parks, Recreation <br />and Community Services Department staff, equipment and entertainment costs are <br />projected at $5,000. These costs are borne by each operating department and will be <br />reflected in the recommended FY 2017-18 budget. <br /> <br /> <br />6.3.F. - Page 2
