<br /> <br />ENVIRONMENTAL REVIEW <br />Adoption of the ordinance is not a “Project” as defined by CEQA in California Code of <br />Regulations Section 15378(a) in that it would not meet the standard of causing any <br />direct or reasonably foreseeable indirect physical changes in the environment.
