REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 12, 2017 <br /> <br />SUBJECT <br />Appointment of Pamela Aguilar to the position of City Clerk <br /> <br />RECOMMENDATION <br />Adopt a resolution appointing Pamela Aguilar to the position of City Clerk of the City of <br />Redwood City and authorizing the Mayor to execute an employment agreement <br /> <br />BACKGROUND <br />Earlier this year, City Clerk Silvia Vonderlinden announced her retirement on June 16, <br />2017. At the direction of the City Council, the Personnel Subcommittee worked with staff <br />to conduct an extensive search process for a new City Clerk. The City contracted with <br />executive search firm Peckham and McKenney to develop and conduct a recruitment <br />and selection process, with input from the Council and key City staff. Applicants were <br />identified and screened by Peckham and McKenney, and the most qualified candidates <br />were referred to the City to be interviewed by City Council. <br />ANALYSIS <br />As a result of a competitive interview process, Council identified Pamela Aguilar as the <br />top candidate. Ms. Aguilar brings over ten years of experience as a municipal clerk for <br />cities within San Mateo County. She has served as the City Clerk for the City of Menlo <br />Park for the past four years. Prior to her current position, Ms. Aguilar served as the <br />Deputy City Clerk for the city of Menlo Park, and as Deputy City Clerk for the City of <br />Belmont. During her career, Ms. Aguilar’s key accomplishments include the <br />implementation of new technologies and procedures to modernize operations for council <br />meetings, municipal elections, and public records management. Ms. Aguilar is a <br />Certified Municipal Clerk (CMC), and holds a Masters of Public Administration from <br />California State University, as well as a Bachelor’s degree from the University of <br />California, Berkeley. <br />The Personnel Subcommittee worked with staff to negotiate an employment agreement <br />that is comparable to City Clerks in other Bay Area cities. The compensation terms <br />provided place the City Clerk’s total compensation at the median of Redwood City’s <br />labor market benchmark cities.
