The goal is to alleviate the current and future <br />shortage of licensed child care spaces in the County. Given the high costs of land and construction, <br />combined with the low profit margins associated with the child care industry, providing quality, <br />licensed care is a challenge faced by communities throughout California. Understanding different <br />financial mechanisms that can help offset costs is important in trying to create additional licensed ELF <br />spaces.
