REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 12, 2017 <br /> <br />SUBJECT <br />Railroad Construction and Maintenance Agreement - Caltrain Grade Crossing <br />Improvements Project <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a Construction and <br />Maintenance Agreement between the City of Redwood City and the Peninsula Corridor <br />Joint Powers Board for grade crossing improvements at Whipple Avenue, Broadway, <br />and Main Street <br /> <br />BACKGROUND <br />The Peninsula Corridor Joint Powers Board (JPB) is the authority that operates the <br />Caltrain commuter rail system along the Peninsula Corridor. The JPB will be installing <br />safety improvements at three highway-rail grade crossings along the corridor within <br />Redwood City. Improvements are proposed at the Whipple Avenue, Broadway, and <br />Main Street crossings. The project will construct miscellaneous safety improvements <br />including upgrades to crossing gates, signals, sidewalks, and warning signs/markings to <br />increase traffic safety and pedestrian circulation in the vicinity of the track crossings. <br /> <br />ANALYSIS <br />The key terms of the proposed agreement between the City and JPB for the <br />improvements are as follows: <br />· JPB and their contracted parties are allowed access to the City’s right-of-way to <br />install proposed safety improvements. <br />· JPB agrees to bear all of the cost of all improvements except for costs for City staff <br />time related to review and inspection of the project and except for the cost of <br />additional work requested by the City. <br />· City agrees to waive encroachment permit fees for all work proposed. <br />· City agrees to maintain those portions of the improvements installed within the City’s <br />right-of-way excluding the maintenance of any JPB-owned equipment. <br /> <br />The JPB anticipates completion of the proposed project next year. The City has a <br />related project that will install safety improvements within the City’s right-of-way; the <br />contract for this work will go to the City Council in late summer. The JPB and City will <br />collaborate on construction notification efforts for both projects. <br /> <br />6.1.B. - Page 1
