In order to facilitate this arrangement, the City, Box and Kilroy each must approve the <br />attached agreements. <br /> <br />ANALYSIS <br />There are two agreements attached to this report for City Council consideration. The <br />following is a description of each agreement: <br /> <br />· The “Parking License Agreement” would allow up to 75 City vehicles and City <br />employee vehicles to park in the basement levels on the garage during the <br />workday. This agreement is between the City and Box, Inc. This is a month-to- <br />month agreement and would require a 60-day notice for either party to cancel. <br />Finally, there would be no parking charge to the City; however, the City would <br />need to purchase a $20 key-card for each vehicle parking in the garage. <br />Additional details can be found in the attached agreement. <br /> <br />· The “Consent to Parking License Agreement” would be signed by the City, Box <br />Inc., and Kilroy. This agreement would allow the City vehicles and City employee <br />vehicles to park in the garage in the evening hours and on the weekends. <br />Without this consent, all the City vehicles would need to be moved out of the <br />garage on nights and weekends, which would be very difficult logistically, and <br />defeat the purpose of freeing up surface lots during the busy evening and <br />weekend periods. Additional details can be found in the attached agreement. <br /> <br />If the agreements are approved, the first phase of this program will involve moving all <br />City vehicles out of the Library lot and into the 900 Middlefield garage. The covered <br />garage spaces also will be offered to all City employees in exchange for forgoing their <br />Main Street or Library Lot parking pass. The City will work towards utilizing all the <br />parking spaces available under the agreement. If the agreement is cancelled, City <br />vehicles and employee vehicles will return to the Library and Main Street lots. <br /> <br />Staff recommends that the City Council approve these agreements, as it allows for <br />better management of downtown parking resources. This approach is expected to <br />benefit Library visitors and volunteers in particular. It is also a great example of local <br />businesses and building owners contributing to the Partnership Redwood City <br />community benefits program outside the development approval process. <br /> <br />ALTERNATIVES <br />The City Council could choose not to approve the agreements, or suggest modifications <br />to the terms. If modified terms were suggested, staff would need to discuss them with <br />Box, Inc. and Kilroy prior to returning to the City Council for approval. <br /> <br />FISCAL IMPACT <br />Although there is no charge for parking, the City will have to pay $20 for each key-card <br />issued or replaced. This is expected to cost approximately $1,500 in total for the 75 <br />spaces. This amount will be charged to the City’s Parking Fund. Additional revenue may <br />6.1.C. - Page 2
