The construction on the Project Site of fifteen <br /> condominiums in a park-like setting will have a strong <br /> positive effect on the entire neighborhood. <br /> d. This Council also is proud to support its finding that <br /> the Wyndham Place Project will assist in the <br /> elimination of blight, by referring to the action of <br /> the League of California Cities taken at its 1993 <br /> statewide conference, in which the League awarded the <br /> City of Redwood City the Helen Putnam California Cities <br /> Award for Excellence, for assisting in the removal of <br /> blight by the institution of the Project. <br /> e. This Council further supports it finding by referring <br /> to Sections 33070, 33071 and 33334.2(g) of the Health <br /> and Safety Code, which state the findings and <br /> declarations of the people of the State of California <br /> acting through their legislature, that the expansion of <br /> the supply of housing affordable to persons and <br /> families of low income and moderate income, and the <br /> replacement of such housing where removed as part of a <br /> redevelopment project, are fundamental purposes of <br /> redevelopment and are always deemed to be of benefit to <br /> the project area. <br /> 2. This Council also finds that the consideration to be <br />received by the Agency from the sale of the Project Site to the <br />Developer, is not less than the fair reuse value of the Proj ect <br />Site at the use and with the covenants and conditions and <br />development costs authorized by the DDA.
