REPORT
To the Honorable Mayor and City Council
From the City Manager

June 26, 2017

SUBJECT
Award of Contract – Marine Parkway Spot Repair Project

RECOMMENDATION
By Motion, approve the contract documents and award the standard form construction
contract (Section 00520) for the Marine Parkway Spot Repair Project to G. Bortolotto &
Co., Inc. of San Carlos, California, for their responsive low bid of $311,111.11, and
authorize the City Manager to increase the contract amount, if necessary, up to 10%
above the contract amount, and find that the project is exempt from the requirements of
the California Environmental Quality Act (CECA) under CEQA Guidelines Section
15301 (Existing Facilities)

BACKGROUND
Roadway pavements deteriorate over time due to exposure to the elements and traffic
loads. Regular pavement maintenance and repairs are necessary to maintain a
pavement in good condition and to extend the useful life of the roadway.

Marine Parkway in the Redwood Shores area serves as a major connector between the
various residential neighborhoods and business areas, and connects to Highway 101.
Sections of pavement along Marine Parkway have deteriorated and are in need of
repair in order to maintain the condition and safety of the roadway, and to avoid further
deterioration and more extensive repairs.

ANALYSIS
This project will remove and replace deteriorated sections of asphalt pavement on
Marine Parkway to provide an improved pavement condition and extend the useful life
of the pavement. This project is consistent with the city’s objective to maintain a good
city-wide pavement condition index.

In accordance with City requirements, the City completed the advertising and bidding
process for the construction contract. Three bids were received by the bid deadline on
May 3, 2017. The bid amounts are summarized in the table below.

6.1.G. - Page 1
