REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 26, 2017 <br /> <br />SUBJECT <br />Award of Contract – Marine Parkway Spot Repair Project <br /> <br />RECOMMENDATION <br />By Motion, approve the contract documents and award the standard form construction <br />contract (Section 00520) for the Marine Parkway Spot Repair Project to G. Bortolotto & <br />Co., Inc. of San Carlos, California, for their responsive low bid of $311,111.11, and <br />authorize the City Manager to increase the contract amount, if necessary, up to 10% <br />above the contract amount, and find that the project is exempt from the requirements of <br />the California Environmental Quality Act (CECA) under CEQA Guidelines Section <br />15301 (Existing Facilities) <br /> <br />BACKGROUND <br />Roadway pavements deteriorate over time due to exposure to the elements and traffic <br />loads. Regular pavement maintenance and repairs are necessary to maintain a <br />pavement in good condition and to extend the useful life of the roadway. <br /> <br />Marine Parkway in the Redwood Shores area serves as a major connector between the <br />various residential neighborhoods and business areas, and connects to Highway 101. <br />Sections of pavement along Marine Parkway have deteriorated and are in need of <br />repair in order to maintain the condition and safety of the roadway, and to avoid further <br />deterioration and more extensive repairs. <br /> <br />ANALYSIS <br />This project will remove and replace deteriorated sections of asphalt pavement on <br />Marine Parkway to provide an improved pavement condition and extend the useful life <br />of the pavement. This project is consistent with the city’s objective to maintain a good <br />city-wide pavement condition index. <br /> <br />In accordance with City requirements, the City completed the advertising and bidding <br />process for the construction contract. Three bids were received by the bid deadline on <br />May 3, 2017. The bid amounts are summarized in the table below. <br /> <br /> <br />6.1.G. - Page 1
