<br />The current project includes one new medical office building with three levels of <br />underground parking. This project would be the second new building since the adoption <br />of the Precise Plan. The project site is currently improved with surface parking, medical <br />office buildings, and building foundations. The proposed project does not require an <br />amendment to the Kaiser Plan, Zoning Ordinance or General Plan. The development <br />proposal details are available on the City’s “Current Development Projects” webpage. <br /> <br />ANALYSIS <br />Planning staff has determined that a Supplemental Environmental Impact Report (EIR) <br />is necessary for the proposed project. Staff issued Requests for Proposals (RFP) to five <br />consultants on the City’s Environmental Consultants list and received three proposals. <br />These were evaluated based on the schedule, assembled team, presentation and <br />approach, and related experience. LSA was selected as staff’s preferred consultant for <br />this project because of their approach and schedule. The budget associated with the <br />scope of services is $75,385. <br /> <br />Approval of the consultant contract is the first step in beginning the required <br />environmental review for the proposed project, and does not represent approval of the <br />project itself. Future steps include: <br /> <br />· Notice of Preparation (NOP) and Environmental Impact Report (EIR) Scoping <br />Session with the Planning Commission <br />· Architectural Advisory Committee review <br />· Planning Commission public hearing on the Draft EIR <br />· Planning Commission formal review and action on the Final EIR and requested <br />development permits <br /> <br />These steps will take place over the course of 2017 and early 2018 and will provide <br />opportunities for public comments and input. <br /> <br />ALTERNATIVES <br />Do not authorize execution of the agreement with LSA and direct staff to seek additional <br />consultant proposals. <br /> <br />FISCAL IMPACT <br />None. The City’s Cost Recovery Policy requires the applicant to pay for all costs <br />associated with the EIR, including the City staff time necessary to manage the EIR and <br />entitlement process. <br /> <br />ENVIRONMENTAL REVIEW <br />Approval of this consultant agreement is not a project under the California <br />Environmental Quality Act (CEQA). <br /> <br /> <br /> <br />6.1.A. - Page 2
