REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 26, 2017 <br /> <br />SUBJECT <br />Cabin Road Foundation Grant to Fund a Police Officer Wellness Program <br /> <br />RECOMMENDATION <br />Adopt a resolution accepting a $100,000 grant from Cabin Road Foundation in Fiscal <br />Year 2017-18, authorizing and appropriating the grant funds for a wellness program for <br />police officers, amending the Budget for Fiscal Year 2017-2018 accordingly, and <br />authorizing the City Manager to execute all associated documents <br /> <br />BACKGROUND <br />On January 20, 2017, Officer Gerardo Silva tragically passed away from a sudden heart <br />attack while on duty in the Redwood City Police Department. Shortly after Officer Silva’s <br />passing, the Police Department was contacted by Horacio and Anne Matta. The Mattas <br />live in Woodside and are the founders of the Cabin Road Foundation. The Cabin Road <br />Foundation is a nonprofit independent charitable foundation that focuses on grant <br />making. The Cabin Road Foundation offered the Department a $100,000 grant to fund a <br />sworn police officer wellness program. <br /> <br />ANALYSIS <br />Recent research and other evidence reveal the pressures facing law enforcement <br />officers. They are at high risk for cardiovascular disease, high blood pressure, diabetes, <br />insomnia, increased levels of destructive stress hormones, posttraumatic stress <br />disorder, certain cancers, and suicide. <br /> <br />The use of these grant funds would allow the Police Department to create and fund a <br />comprehensive wellness program for police officers. The goal of the program would be <br />to promote a healthy lifestyle for participants, reduce officer injuries and to develop a <br />wellness program to address the many risk factors impacting police officers. The focus <br />of the program would be to educate officers, foster resiliency, provide medical support, <br />and improve nutrition and exercise education and programs. <br /> <br />The Department would contact regional medical institutions to provide cost-effective <br />packages for wellness examinations and plans for interested participants. The wellness <br />program would allow every participant the opportunity to receive a full physical <br />examination tailored to their individual risk factors.
