REPORT To the Honorable Mayor and City Council From the City Manager June 26, 2017 SUBJECT Paris Climate Agreement Support RECOMMENDATION Adopt a Resolution in support of the Paris Agreement and joining Climate Mayors Network BACKGROUND On June 1, 2017, President Trump withdrew the United States from the Paris Climate Agreement. The Paris Agreement (or Paris Climate Accord) is an agreement within the United Nations Framework Convention on Climate Change (UNFCCC) to limit greenhouse gases in order to combat climate change. In the Paris Agreement, each country determines, plans and regularly reports the contribution it should make in order to mitigate global warming. On June 2, 2017, Mayor Seybert requested information from staff on how the City could uphold the Paris Agreement. Although there is no formal mechanism for sub-national entities to join the Paris Agreement, cities and municipalities may adopt a resolution in support of the Paris Agreement. This resolution would be a commitment to adopt, honor and uphold the Paris Climate Agreement goals, supported by tangible local-level action. Besides adopting a resolution, local cities can join the Climate Mayors network (also known as the Mayors National Climate Action Agenda) (www.climate-mayors.org <http://www.climate-mayors.org>). The Climate Mayors network is a network of United States Mayors committed to taking action on climate issues. It is led by Mayor Garcetti of Los Angeles and operationally run by the Chief Sustainability Officer for Los Angeles. ANALYSIS Cities choosing to join the Climate Mayors network are not required to make any binding commitments, but only to pledge that they will pursue actions to achieve an emissions reduction target through these actions: · Developing a community Greenhouse Gas (GHG) inventory, · Setting near- and long-term targets to reduce emissions, 6.3.D. - Page 1
