· Developing a Climate Action Plan aligned with the City's targets and tying in mitigation and adaptation measures where possible, · Committing to appropriate offset projects, removing barriers and expanding offset opportunities such as through the California cap and trade system, and · Ensuring climate equity and environmental justice is prioritized in climate action plans. The City of Redwood City has already begun implementing the above actions for achieving emissions reductions, including developing five community GHG inventories, setting a target of a 15% GHG reduction below 2005 levels by 2020, and adopting a Climate Action Plan. Therefore, the City has established policies that align with the objectives of the Climate Mayors Network. No specific further action would be required after joining the Network, but the City may be asked to share progress and best practices through coordinated phone calls attended by the Mayor or staff designated to address climate and sustainability issues. Staff recommends Council adoption of the proposed resolution in support of the Paris Agreement and joining the Climate Mayors Network. ALTERNATIVES The Council may elect not to adopt the Resolution in support of the Paris Agreement or to join the Climate Mayors Network. FISCAL IMPACT The City is not required to provide any funding for this effort. By adopting the resolution in support of the Paris Agreement and participating in the Climate Mayors Network, the City would be committing to continue actions already underway to achieve greenhouse gas emission reductions. ENVIRONMENTAL REVIEW In accordance with CEQA Guidelines section 15378 (b)(5), participating in the effort is an administrative activity that will not impact the environment and is therefore not a project subject to CEQA.
