The fee-related services provided by the City Clerk’s Office and Finance Division of the <br />Administrative Services Department include: document copies; photocopies; providing <br />documentation on materials such as DVDs and flash drives; and returned checks. Most <br />fees have been recommended at full cost recovery. Returned check fees are set by <br />California Civil Code Sec. 1719 at $25 for the first returned check, and $35 for every <br />subsequent returned check. As technology continues to evolve, many documents that <br />the City used to charge for, such as the Municipal Code Book and City Budget, are now <br />available for free download via the City’s website. Those fees, as well as services no <br />longer provided, such as Notary Public and Passport Processing, are recommended for <br />elimination. <br /> <br />Library Fees <br />The Redwood City Public Library is a member of a County-wide Peninsula Library <br />System (PLS). Certain fees pertaining to use of Library materials are set by the <br />Administrative Council of PLS, comprised of the Library Directors for all eight public <br />library jurisdictions in San Mateo County. Other fees may be set locally by each <br />jurisdiction. <br /> <br />As of May 2017, the following fees and fines have been established by PLS: <br />· Daily overdue fines for adult items are $0.25 per day, up to a maximum of $8.00 <br />per item.* <br />· Daily overdue fines for children’s and teen items are $0.15 per day, up to <br />maximum of $4.00 per item.* <br />· For unresolved library debts over $40.00, accounts are referred to a collection <br />agency and a $10.00 fee is assessed for the referral. <br />*Regardless of item type, items checked out on children’s and teens’ Library cards do not <br />accrue daily fines. <br /> <br />For fees that must be set consistently throughout the County, staff recommends that the <br />City Council authorize the City Manager to adopt the fees set by the PLS Administrative <br />Council, unless those changes have significant negative revenue implications (greater <br />than $10,000 per year) for the City’s General Fund, in which case the City Council may <br />direct staff to oppose proposed changes and/or propose fees specific to the Redwood <br />City Public Library. <br /> <br />The following fees and fines are recommended to be modified locally for the Redwood <br />City Public Library: <br />· Replacements for lost library cards are proposed to be eliminated. The fee <br />creates a barrier to library access for low income youth, and the annual revenue <br />associated with the fee is minimal. <br />7.A. - Page 5
