· Items checked out on special teacher cards for classroom use will not accrue <br />daily overdue fines. <br />· Increasing the black/white printout/copying fee to $0.25/page and decrease the <br />color printout/copying fee to $0.35/page in order to cover the cost of the <br />machines and supplies. <br /> <br />Additionally, staff recommends modifying the room rental rate for non-profit groups. <br />Currently the rooms are offered at no charge for all non-profit group rentals. Under the <br />proposed Fee Schedule, each group would receive two free rentals per month, and half- <br />price rentals for additional uses thereafter. This recommendation is consistent with the <br />rental policy for non-profit groups for PRCS. It is important to note that these rental rates <br />should be based upon the market rental rate for renting similar types of facilities within <br />the same geographic area. <br /> <br />The proposed library fees were presented to the Library Board on May 16, 2017, and <br />were supported. <br /> <br />Parks, Recreation and Community Services Fees <br />Currently, the Department sets and updates its fees internally on an annual basis. The <br />primary methodology used for fee-setting is based upon customary components of <br />determining parks and recreation fees, which include: any cost increases for those <br />services, actual contract costs, and market comparison of other local jurisdictions for <br />similar services. <br /> <br />Recreation fees are historically driven by demand and market comparisons of similar <br />services, as residents have a choice between utilizing programs offered in their own city <br />or those in a neighboring city. Programs and services provided by recreation <br />departments ensure that all citizens have equal opportunity and choice of participation <br />and are often offset by grants, special funding, or the General Fund. <br /> <br />Recreation fees were not assessed in the Fee Study, as they are not subject to the <br />same regulations and guidelines as other user fees. As such, cost recovery estimates <br />are not available by fee. However, market comparisons of recreation fees (not including <br />facility rentals) demonstrated that the City is within the average cost recovery rate of 20- <br />40 percent typically seen in most jurisdictions. Matrix also confirmed that the <br />methodology used to set park and recreation fees complies with the best management <br />practices for such fees. <br /> <br />Additionally, in an effort for citywide consistency, staff recommends modifying the fee <br />structure for room rentals for non-profit groups at two free rentals per month, and half- <br />7.A. - Page 6
