750-1,500 inspections annually. An hourly inspection fee is proposed to recover the cost <br />of providing the services. <br /> <br />Public Notice <br />After the Council adoption, staff will notify the community of the fee changes by: <br />· Inserting a notice of fee increases for returned checks and after-hours re- <br />connection fees on utility statements <br />· Providing notice to current and previous customers for facility and picnic rental <br />fees <br />· Posting information on the City’s website and social media accounts <br /> <br />Staff Recommendation <br />Staff recommends that the City Council adopt the proposed Phase 2 fees effective July <br />22, 2017 for City Clerk fees, Finance fees, and Library fees that are not related to facility <br />rentals; January 1, 2018 for facility rental fees for PRCS and Library; and 60 days <br />following adoption of the proposed ordinance updates for Public Works Services fees. In <br />addition, staff recommends that the City Council approve an annual administrative <br />update to the proposed Public Works Services fees, other than the fees for electric <br />vehicle charging, in an amount based upon the average increase of salaries and <br />benefits of the employees Citywide. Moreover for Library and PRCS facility and picnic <br />rentals, staff recommends the fees be reviewed every 2 years to be adjusted based <br />upon the market rate, and adopt a policy of automatically adopting the policies of the <br />PLS Administrative Council that would not have significant negative revenue <br />implications for the City’s General Fund. These recommendations would be set by the <br />Resolutions in Attachment 4 and Attachment 5. <br /> <br />Staff also identified where amendments to the Municipal Code are necessary, as some <br />proposed fees would be inconsistent with the adopted Municipal Code. Those <br />amendments are found on Attachment 6. <br /> <br />Public Hearing Notice <br />Pursuant to California Government Code Sections 6062a, 66013, 66016, and 66018, <br />notice of the public hearing was published at least 10 days in advance and was <br />published twice in the newspaper with at least five days between publications. In <br />addition, at least 10 days prior to the public hearing, the City made available to the <br />public data indicating the amount of cost, or estimated cost, required to provide the <br />service for which each fee or service charge is levied, and the revenue sources <br />anticipated to provide the service, including General Fund revenues. <br /> <br /> <br />7.A. - Page 8
