It is important to note that for all of the fees included above (excluding the Initiative Filing Fee which is set by the state) the total cost per unit only reflects the direct cost associated with these services. The project team also conducted a comparative survey of other local jurisdictions as it relates to copy fees, which is shown as an attachment to this report. 2. FINANCE FEES Similar to the City Clerk Department, the project team worked with Finance staff to determine the current services provided, which was primarily the Returned Check fee and the Subsequent Returned Check fee. The following table presents the fee name and the total cost per unit for providing each service. It should increase the Returned Check fee to recover the cost associated with processing the returned checks. Similar to the City Clerk fees, the project team conducted a comparison of the Returned Check fees, which is shown as an attachment to his report. 3. ANNUAL REVENUE IMPACTS The City Clerk Department and the Finance Division are under-recovering their cost by approximately $2,100 annually. This under-recovery represents a 68% cost recovery level.
