The project team calculated a fully burdened hourly rate for each of these three <br />areas, and the following table shows the fully burdened cost for the three areas as well <br />as an overall average hourly rate: <br />Picnic Rentaly Type Fully Burdened Cost <br />Picnic Area $105 <br />Bounce House $40 <br />Shelter $178 <br />PARK AVERAGE $106 <br /> <br />As the table shows the overall average rental rate for parks is $106 accounting <br />for all three different types of rentals. The rate of the picnic area at $105 is higher than <br />most picnic areas with the exception of some of the larger picnic areas such as in Jardin <br />de Niños and Marlin Park. The bounce house rate at $40 per bounce house is higher <br />than the resident rate but lower than the non-resident rate. Similarly, the shelter rate is <br />much lower than the $300 shelter rate used at Red Morton Park. However, as <br />discussed before picnic and facility rentals are market driven and the information in this <br />chapter is intended to provide the cost associated with managing the reservations of <br />these areas, not the actual market value of these areas. <br />3. COMPARATIVE ANALYSIS <br />The results of the facility and the park rentals is intended to provided information <br />to city staff and management regarding the fully burdened cost associated with <br />operating and maintaining the different recreation centers and park facilities. The actual <br />rental rates for these facilities should be established based on a variety of factors: <br />market rates, affordability (different parks and centers cater to different audiences), and <br />competitiveness with other facilities and parks in the areas. <br />7.A. - Page 41
