CITY OF REDWOOD CITY, CALIFORNIA
Cost of Services (User Fee) Study
Matrix Consulting Group Page 39
As shown in the table, Public Works - Utilities is over-recovering annually by
$4,000. The primary source of this over-recovery is the Backflow Administration Fee,
once that fee is lowered it will be imperative for the Department to start charging for
services such as the Backflow follow-up and increasing the fees associated with its
meters.
(3.2) EV Charging Annual Revenue Impact
The EV Charging Stations are recovering approximately 85% of their costs. The
following table shows for the EV Charging Station the total hours charged, the revenue
at current fee, the total annual cost, and the annual surplus / (deficit).
Fee Name
Hours
Charged
Revenue at
Current Fee
Total Annual
Cost
Annual Surplus /
(Deficit)
Level II Charging Station 14,658 $21,987 $27,410 $(5,423)
DC Fast Charging Station 880 $4,400 $3,749 $651
TOTAL $26,387 $31,159 $(4,772)

As the table above shows, the EV Charging Stations is under-recovering its costs
by approximately $5,000, which is primarily due to the Level II Charging Station.
Increasing the Level II Charging Station hourly rate incrementally, will reduce the deficit
significantly.
(3.3) Overall Public Works Results
The following table shows by fee category the revenue collected at current fees,
the total annual costs, and the annual surplus / (deficit).
Fee Category Revenue at Current Fee Total Annual Cost Annual Surplus / (Deficit)
Utilities $158,957 $155,185 $3,772
EV Charging $26,387 $31,159 $(4,772)
TOTAL $185,344 $186,344 ($1,000)

As the table above shows, the Public Works Department is under-recovering for
its costs by approximately $1,000. This represents a cost recovery level of 99%, which
is within the average cost recovery seen for Public Works Departments (80-100%).
7.A. - Page 51
