Peter Hughes, 18 Admiralty Court, stated he feels that flood control and traffic mitigation should be <br />the top two priorities for Council in addition to eliminating or reducing the Utility Users Tax which <br />he thought was established as a temporary tax. He also noted the Port of Redwood City only brings <br />in $200,000 a year to Redwood City and the City needs to address this huge development for <br />potential revenue sources. <br /> <br />Robert Slusser, 541 Pringle Drive, stated while he is not in favor of taxes, the Utility Users Tax is <br />appropriate and urged careful thorough review before anyone tampers with this funding source that <br />benefits many good community projects. <br /> <br />Pat Dixon, 16 Admiralty Place, suggested diversion of Pacific Shores funds. <br /> <br />Kathleen Means, 1048 North 10* Avenue, noted there are many federal grants available for <br />transportation regarding traffic slowing and asked that the finance committee address this. <br /> <br />David Valkenaar, 532 Shorebird Cimle, questioned what is the current Redwood City budget <br />reserve percentage. <br /> <br />Priority Discussion 1999-00 <br /> <br />City Manager Everett provided an overview of two year Council priorities as they ranked them in <br />the order of 1) Regional Transportation, 2) Long range planning, including land use and financial, <br />3) Aesthetics, 4. Parks Playing fields, additions and improvements, 5) Code <br />enforeement/beantifieation, and 6) Communication. <br /> <br />He explained Council priorities of which they independently ranked based on a two-year budget and <br />detailed itemized objectives under each category for past and current budget fiscal years. He <br />itemized Council priorities (ranked by weighted vote) of which each Council Member filled out <br />independently, as follows; <br />1. Downtown Theatre Project <br />2. Redwood Shores Traffic Assessment District <br />3. County Fields <br />4. El Camino Real median and entry features and beautification, <br />5. Plan to resolve flooding within Redwood City <br />6. Canada Playing fields <br />7. Performance Measures for budget <br />8. Review of City Zoning Codes <br />9. Buildout Analysis <br />10.
