PUBLIC HEARING - Weed Abatement Program 1988 -89 <br />Report: Notice to Abate Public Nuisance by the Removal of Weeds, Dirt <br />Rubbish and /or Rank Growths <br />Affidavit of Publication of Notice of Hearing is on file. <br />Vice Mayor LaBerge declared the public hearing open at 7:43 p.m. and invited <br />anyone to speak who wished to do so. No one wished to speak. <br />M /S: Stangel /Bury to close the public hearing. <br />Carried by unanimous voice vote and the public hearing closed at 7 :45 p.m. <br />Title read. M /S: Bury / Stangel <br />RESOLUTION NO. 11010 ORDERING STREET SUPERINTENDENT TO ABATE WEEDS, DIRT, <br />RUBBISH AND RANK GROWTHS <br />Adopted by unanimous roll call vote. <br />---------------------------------------------------------------------------- - - - - -- <br />ORAL COMMUNICATIONS <br />a. Charles McAleer, past Commander of Post 2310 Veterans of Foreign Wars <br />requested that the POW /MIA flag presented to the city on February 25, 1989 be <br />flown every day in front of city hall or the police station. <br />In response to questions from Council, City Attorney Schricker advised that <br />if non -city flags were flown continuously on the city hall flag pole it could <br />be construed as an instrument of expression and necessitating the acceptance <br />of any and all causes wishing to fly a flag at city hall. Council can not <br />decide which flags are acceptable by their content; only time, place and <br />manner, but not expression. City Attorney Schricker advised that tradition <br />in Redwood City has provided that only the United States and California flags <br />be flown continuously. <br />Councilman Murray stated it appeared Council had already decided this issue, <br />that this flag represented a unique case of patriotism and these men were <br />entitled to be memorialized with this flag. <br />Councilman Bury advised the previous POW flag given to the City is displayed <br />in Veterans Memorial Senior Center to protect it from the elements and for <br />posterity, and suggested staff look at other ways to display the Veterans of <br />Foreign Wars POW /MIA flag, such as a display case or a separate flag pole. <br />CONSENSUS: Vice Mayor LaBerge determined it to be the consensus of Council <br />to ask staff to research the area of displaying non -city flags on city flag <br />poles and to report back to Council on April 17, 1989 with specific <br />suggestions. <br />MEMO 4/4/89 <br />---------------------------------------------------------------------------- - - - - -- <br />Reg.Mtg. <br />MINUTE BOOK NO. 48 4/3/89 <br />Page No. 344 Page 2 <br />
