Item No. 1 (continued) <br />Affidavits of mailing and Notice of Publication are on file in the City Clerk <br />Department <br />Appellant wishes to withdraw appeal as a solution has been reached with <br />sta ff . <br />M /S: Bury /Stangel to accept recommendation of staff to withdraw appeal, as <br />appellants and staff have worked out a solution to the problem. <br />Carried by unanimous voice vote. <br />MINUTE ORDER NO. 89 -48 <br />ORAL COMMUNICATIONS <br />A. Tom Evart, 156 Elwood Street, Redwood City presented petition from his <br />neighbors requesting the City to refrain from placing limited parking signs <br />in front of their homes citing: they were not notified that discussions <br />regarding the parking problem around Sequoia High School were taking place <br />and they had no input into this process; they had no problems with parking in <br />front of their homes; and their property value would decrease as signs <br />suggest their neighborhood is a high density and high traffic area. <br />Council described evolution of the Task Force on Sequoia High School Parking <br />problems, attempts to engage neighborhood participation, posting of the <br />agendas, media coverage and series of solutions suggested by Task Force and <br />staff including more parking on campus, elimination of buses, acquisition or <br />use of County property on Chestnut for buses, use of City lot as parking lot <br />on Franklin Street, time zone parking on some streets to encourage use of <br />Franklin Street lot, and permit parking. <br />Donna Washington, 1438 Brewster described horrendous litter problem as well <br />as parking problem on her corner. Emergency vehicles and street cleaners <br />cannot get close to her property. Neighborhood needs help. School District <br />did not offer any assistance. <br />Sheila Franceschi, 176 Elwood asked when a meeting with Council and Staff <br />could be set up to discuss the whole idea of posting time zone parking signs. <br />Jim Centis, 303 Fulton described efforts over the past two years to bring the <br />Sequoia High School Parking problem to the attention of the school, staff, <br />Council and his neighbors; described flyer sent in 1987; apologized that he <br />was unable to contact every neighbor; and advised he was not thrilled with <br />the time zone parking concept, but it is one of the steps that the Task force <br />suggested be tried at this time. <br />City Manager Jim Smith explained procedure that all neighbors are contacted <br />before actual signs are posted and City Attorney Dave Schricker advised that <br />enforcement begins after signs are in place. <br />Irene Hannah, 412 Clinton Street advised parking problem is getting worse and <br />spoke in favor of trying time zone parking signs. <br />Reg.Mtg.
