Item No. 5 (continued) <br />In response to questions from Council, James H. Hartnett, Chairman of the <br />Housing and Human Concerns Committee, explained the 2 factors that influenced <br />the decisions of the Committee: 1) certain categories of funds are limited <br />by law as to the maximum they can receive, and the Handiperson Category was <br />set at 15% ($80,500 in the Public Services Category); and 2) the Handiperson <br />program has been encouraged in the past to seek funding from other sources so <br />as not to be totally dependent on Redwood City for the preponderance of its <br />funding, and it has not created any new funding sources other than the County <br />contribution of $6,000 which has been ongoing. If additional monies are <br />allotted to Handiperson they must be taken from another program and within <br />the limits of the Public Service Category. <br />Redevelopment Director Michael Church described how staff selected each <br />program for each category and reminded Council that City operational funds <br />would have to cover any cuts in the Rehabilitation Category. <br />Lois Almen, Human Investment Project, 364 So. Railroad Avenue, San Mateo, <br />California, gave Council update of Shared Homes Project and Pine and <br />Middlefield Project and thanked Council for their support. <br />R. Richard Roe, Midpeninsula Citizens for Fair Housing, 457 Kinglsey Avenue, <br />Palo Alto, thanked Council for their support and distributed pamphlet "Fair <br />Housing is your Business." <br />CONSENSUS: It was the consensus of the Council as determined by the Mayor to <br />send a letter to acknowledge the difficult decisions made by the Housing and <br />Human Concerns Committee thanking them for their hard work and their <br />compassionate approach to the distribution of Community Development Block <br />Grant funds. <br />MEMO 5/9/1989 <br />Title read.
