Item No. 5 (continued) Susan Swope, Chairman of the Parks and Recreation Commission, speaking on behalf of the Commission, expressed her frustration over lack of materials, time, participation and well articulated goals for the strategic plan, and requested Council to appoint a coordinator to oversee development of the strategic plan, and secondly, develop timelines of 2 years. Council and staff described evolution and current status of strategic plan, expressed regret Park and Recreation Commission felt left out of process; and suggested working together to establish role and goals of Park and Recreation Commission. Ralph Nobles, Chairman of the Planning Commission, described work of the Citizens Advisory Board and public hearings over the last 3 years. CONSENSUS: Mayor Greenalch determined it to be the consensus of the Council to have staff work with the Park and Recreation Commission providing background, goals and role clarification, and to reach agreement concerning timelines appropriate to current strategic plan completion schedule.
