LSA ASSOCIATES, INC. <br />SEPTEMBER 2016 <br />ROCKETSHIP REDWOOD CITY ELEMENTARY SCHOOL PROJECT <br />INITIAL STUDY/ MITIGATED NEGATIVE DECLARATION <br /> <br /> <br />P:\RWC1401B Rocketship School\PRODUCTS\IS-MND\Public\Rocketship Public Review 09-29-16.docx (09/29/16) PUBLIC REVIEW DRAFT 7 <br />The existing structure was built in the 1950s and consists of tilt-up concrete construction with exterior <br />concrete bearing walls and interior heavy timber columns supporting a primary timber truss roof <br />structure with secondary joists and plywood roofing. The interior floor consists of a concrete slab on- <br />grade foundation. <br /> <br />The surface parking lot is entirely fenced and consists of approximately 20 vehicle parking spaces for <br />use by existing site tenants. Vehicular access to the parking area is via two driveways that provide <br />one-way ingress and egress to and from Bay Road. Vehicular access to the site is also provided via <br />Charter Street at the rear of the existing building. The existing driveway consists of a 20-foot-wide <br />access easement that is jointly used by adjacent businesses to the south and west. Parking for six <br />vehicles for use by on-site tenants is also provided in this location. <br /> <br />Nearly the entire site is covered in existing impervious surfaces consisting of existing buildings and <br />pavements. Vegetation is limited to a small band of shrubs (approximately 220 square feet) between <br />the Charter Street sidewalk and the northern building façade. No trees are located on the site. <br /> <br />The Department of Toxic Substances Control (DTSC) has approved an Indoor Air Sampling <br />Mitigation Work Plan (Work Plan)1, 2 to mitigate vapor intrusion of volatile organic compounds <br />(VOCs) present within groundwater beneath the site. The existing property owner has installed a soil <br />vapor recovery system (also referred to as a passive sub-slab3 depressurization system, further <br />described below) designed to interrupt the potential exposure pathway of volatilization of contami- <br />nants to indoor air. The Work Plan also includes a monitoring and reporting component that will be <br />overseen by DTSC to ensure the effectiveness of the system. The existing property owner, project <br />sponsor, and DTSC recently developed a Work Plan to test the effectiveness of the system. Refer to <br />Section B.7 of this chapter and Section VIII, Hazards and Hazardous Materials of the Initial Study for <br />additional information. <br /> <br />3. Existing General Plan and Zoning <br />As shown in Figure 5, the project site is currently designated Industrial – Light on the Redwood City <br />General Plan Land Use Policy Map. As shown in Figure 6, the southern portion of the project site is <br />zoned IR (Industrial Restricted) on the Redwood City Zoning Map and the northern portion of the site <br />is designated M-1 (Light Industrial) on the San Mateo County Zoning Map. <br /> <br />4. Surrounding Land Uses <br />The project site is located in a developed area and is surrounded primarily by light industrial and <br />commercial uses within unincorporated San Mateo County. As shown in Figure 3, light industrial and <br />commercial uses surround the site on all sides. Specifically, businesses in the area immediately to the <br />east, south, and west of the site generally consist of small to medium-sized auto body and fabrication <br /> <br />1 The Source Group, 2016.
