LSA ASSOCIATES, INC. <br />SEPTEMBER 2016 <br />ROCKETSHIP REDWOOD CITY ELEMENTARY SCHOOL PROJECT <br />INITIAL STUDY/ MITIGATED NEGATIVE DECLARATION <br /> <br /> <br />P:\RWC1401B Rocketship School\PRODUCTS\IS-MND\Public\Rocketship Public Review 09-29-16.docx (09/29/16) PUBLIC REVIEW DRAFT 27 <br />the latest Clean Air Plan that contains district-wide control measures to reduce ozone precursor <br />emissions (i.e., reactive organic gases [ROG] and nitrogen oxides [NOx]), particulate matter (PM10 <br />and PM2.5), and greenhouse gas emissions. <br /> <br />The current CAP, which was adopted on September 15, 2010, by the BAAQMD Board of Directors: <br /> Updates the Bay Area 2005 Ozone Strategy in accordance with the requirements of the <br />California Clean Air Act to implement "all feasible measures" to reduce ozone; <br /> Provides a control strategy to reduce ozone, particulate matter (PM), toxic air contaminants <br />(TACs), and greenhouse gases in a single, integrated plan; <br /> Reviews progress in improving air quality in recent years; and <br /> Establishes emission control measures to be adopted or implemented in the 2010 to 2012 <br />timeframe. <br /> <br />Per the BAAQMD CEQA Guidelines,16 consistency with the Clean Air Plan can be determined if the <br />project: 1) supports the goals of the Clean Air Plan; 2) includes applicable control measures from the <br />Clean Air Plan; and 3) would not disrupt or hinder implementation of any control measures from the <br />Clean Air Plan. An evaluation of the project’s consistency with each of these criteria is provided <br />below. As described below, the proposed project would not conflict with or obstruct implementation <br />of the Clean Air Plan and this impact would be less than significant. <br /> <br />Clean Air Plan Goals. The primary goals of the Clean Air Plan are to: attain air quality <br />standards; reduce population exposure to air pollutants and protect public health in the Bay Area; and <br />reduce greenhouse gas emissions and protect the climate. As indicated in the analysis that follows in <br />Sections III.b and VII.a, the proposed project would not exceed the BAAQMD’s significance criteria <br />for air pollutants or greenhouse gas emissions and would not increase exposure of the population to <br />air pollutants. The proposed project would not hinder the region from attainment of the goals outlined <br />in the Clean Air Plan. Therefore, the project supports the goals of the Clean Air Plan. <br /> <br />Clean Air Plan Control Measures.The BAAQMD identifies control measures as part of the <br />Clean Air Plan to reduce ozone precursor emissions from stationary, area, mobile, and transportation <br />sources. The transportation control measures are designed to reduce emissions from motor vehicles <br />by reducing vehicle trips and vehicle miles traveled (VMT) in addition to vehicle idling and traffic <br />congestion. The proposed project would not conflict with the identified transportation and mobile <br />source control measures of the Clean Air Plan as it would not substantially increase regional VMT. <br />The proposed project would support the transportation control measures by providing incentive <br />programs to encourage carpooling and the use of alternative modes of transportation. Bicycle racks <br />with a capacity of up to 28 bikes would be located on the project site. <br /> <br />The Clean Air Plan includes Land Use and Local Impacts Measures (LUMs) that aim to achieve the <br />following: promote mixed-use, compact development to reduce motor vehicle travel and emissions <br />and ensure that planned growth is focused in a way that protects people from exposure to air pollution <br />from stationary and mobile sources of emissions.
