No No No No <br />Source: LSA Associates, Inc., 2014. <br /> <br /> <br />As shown in Table 1, exhaust emissions would be below the BAAQMD thresholds; however, the <br />BAAQMD requires that all projects implement best management practices to reduce construction <br />fugitive dust impacts (which are not quantified in Table 1) to a less-than-significant level. With <br />implementation of the following mitigation measure, which would reduce fugitive dust emissions as <br />well as further reduce exhaust emissions, construction of the proposed project would not substantially <br />contribute to an air quality violation and this impact would be less than significant. <br /> <br />Mitigation Measure AIR-1: The following construction practices shall be implemented at the <br />project site during construction of the project: <br /> All exposed surfaces (e.g., parking areas, staging areas, soil piles, graded areas, and <br />unpaved access roads) shall be watered two times per day. <br /> All haul trucks transporting soil, sand, or other loose material off-site shall be covered. <br /> All visible mud or dirt track-out onto adjacent public roads shall be removed using wet <br />power vacuum street sweepers at least once per day. The use of dry power sweeping is <br />prohibited. <br /> All vehicle speeds on unpaved roads shall be limited to 15 miles per hour (mph). <br /> All roadways, driveways, and sidewalks to be paved shall be completed as soon as <br />possible. Building pads shall be laid as soon as possible after grading unless seeding or soil <br />binders are used. <br /> Idling times shall be minimized either by shutting equipment off when not in use or <br />reducing the maximum idling time to 5 minutes (as required by the California airborne <br />toxics control measure Title 13, Section 2485 of California Code of Regulations). Clear <br />signage shall be provided for construction workers at all access points. <br /> All construction equipment shall be maintained and properly tuned in accordance with <br />manufacturer’s specifications. All equipment shall be checked by a certified mechanic and <br />determined to be running in proper condition prior to operation. <br /> Post a publicly visible sign with the telephone number and person to contact at the City of <br />Redwood City regarding dust complaints. This person shall respond and take corrective <br />action within 48 hours. <br /> <br />Operational Emissions – Regional Emissions Analysis. Long-term air emission impacts are <br />those emissions associated with stationary sources and mobile sources. Stationary source emissions <br />result from the consumption of natural gas and electricity. Mobile source emissions result from <br />vehicle trips generated by the project and result in air pollutant emissions affecting the entire air <br />basin. Regional emissions associated with the project’s area source and operational source emissions <br />were calculated using CalEEMod. <br /> <br />ATTY/RESO.0032/PC RESO APPROVING CEQA - 860 CHARTER ST.
