Construction of the proposed project would include activities that disturb soils, such <br />as grading and excavation, and this could result in soil erosion and sedimentation when the soils are <br />exposed to wind or rainfall. In addition, construction activities would require the use of chemicals, <br />such as gasoline, diesel fuel, lubricating oil, hydraulic oil, lubricating grease, automatic transmission <br />fluid, paints, solvents, glues and other substances. An accidental release of any of these substances <br />could degrade the quality of surface water runoff and adversely affect receiving waters. The <br />operational phase of the proposed project could degrade stormwater quality through the runoff of <br />pesticides and nutrients from new landscaped areas, leaks of petroleum hydrocarbons, heavy metals, <br />and sediment from vehicles, and litter from the increased number of people at the project site. <br /> <br />The proposed project would be subject to the Water Board’s Municipal Regional Permit (MRP), <br />implemented in October 2009 by Order R2-2009-0074. Provision C.3 of the MRP requires new <br />development and redevelopment projects that would replace more than 10,000 square feet of existing <br />impervious surfaces to include post-construction stormwater control in project designs. Under the C.3 <br />requirements, the preparation and submittal of a Stormwater Control Plan (SCP) would be required <br />for the project site. The purpose of an SCP is to detail the design elements and implementation <br />measures necessary to meet the post-construction stormwater control requirements of the MRP. In <br />particular, SCPs must include Low Impact Development (LID) design measures, which reduce water <br />quality impacts by preserving and recreating natural landscape features, minimizing imperviousness, <br />and using stormwater as a resource, rather than a waste product. The proposed project would also be <br />required to prepare a Stormwater Facility Operation and Maintenance Plan to ensure that stormwater <br />control measures are inspected, maintained, and funded for the life of the project. <br /> <br />The proposed project would disturb less than 1.0 acre of soil surface and would therefore not be <br />subject to the requirements of the General Permit for Storm Water Discharges Associated with <br />Construction and Land Disturbance Activity (Construction General Permit). However, both Redwood <br />City and San Mateo County require projects that are subject to Provision C.3 of the MRP to imple- <br />ment Best Management Practices that control and prevent the discharge of pollutants in runoff from <br />the project site during construction. <br /> <br />Compliance with Provision of C.3 of the MRP would ensure the proposed project does not violate <br />applicable water quality standards. The project sponsor would be required to implement Best <br />Management Practices that meet the requirements specified in the C.3 Regulated Project Checklist <br />developed by the San Mateo Countywide Water Pollution Prevention Program prior to the issuance of <br />building or grading permits. In addition, the project sponsor would be required to prepare and <br />implement a SCP prior to the issuance of building permits.
