An inventory and accounting of existing and proposed impervious areas. <br />2. Low Impact Development (LID) design details incorporated into the project. The top tier of <br />LID treatment shall be used, unless shown to be infeasible through the methodology <br />presented in the San Mateo Countywide Water Pollution Prevention Program C.3 <br />Stormwater Technical Guidance Manual. The top tier of LID treatment consists of <br />approaches that retain stormwater on the site by means of evapotranspiration, infiltration, <br />and rainwater harvesting and reuse, instead of releasing treated water to the stormwater <br />drainage system. If the top tier of LID treatment is shown to be infeasible, then the project <br />shall use biotreatment measures, which are considered second tier LID treatment. <br />Biotreatment measures are designed to filter stormwater through soil and then release the <br />treated water to the stormwater drainage system. <br />3. Measures to address potential stormwater contaminants. These may include measures to <br />cover or control potential sources of stormwater pollutants at the project site. <br />4. A Stormwater Facility Operation and Maintenance Plan for the project site, which will <br />include periodic inspection and maintenance of the storm drainage system. Persons <br />responsible for performing and funding the requirements of this plan shall be identified. <br /> <br />These measures are incorporated into the City’s standard conditions of approval and compliance with <br />these measures would ensure that this impact is less than significant. <br /> <br />b) Substantially deplete groundwater supplies or interfere substantially with groundwater recharge <br />such that there would be a net deficit in aquifer volume or a lowering of the local groundwater <br />table level (e.g., the production rate of pre-existing nearby wells would drop to a level which <br />would not support existing land uses or planned uses for which permits have been granted)? <br />(Less-Than-Significant Impact) <br /> <br />The proposed project would not increase the impervious surface area of the project site and therefore <br />does not have the potential to interfere with groundwater recharge. Furthermore, the project site is <br />located in an urban area where the majority of stormwater runoff drains to culverts rather than <br />infiltrating into the groundwater aquifer.78,79 Consequently, the project site is not located in an area <br />that substantially contributes to the recharge of the underlying groundwater aquifer. Therefore, the <br />proposed project would not interfere with groundwater recharge. <br /> <br />The proposed project would connect to the Redwood City Water Department water service system80 <br />and would not use groundwater at the site. Although no use of groundwater is proposed as part of the <br />project, some dewatering may be required during construction. However, these activities would focus <br />on the uppermost shallow groundwater (less than 20 feet below the ground surface), which is not used <br />as a drinking water source (and, as discussed in Section VIII, Hazards and Hazardous Materials, may <br /> <br />78 Oakland Museum of California, 2004.
