LSA ASSOCIATES, INC.
SEPTEMBER 2016
ROCKETSHIP REDWOOD CITY ELEMENTARY SCHOOL PROJECT
INITIAL STUDY/ MITIGATED NEGATIVE DECLARATION

P:\RWC1401B Rocketship School\PRODUCTS\IS-MND\Public\Rocketship Public Review 09-29-16.docx (09/29/16) PUBLIC REVIEW DRAFT 74
b) Exposure of persons to or generation of excessive ground borne vibration or ground borne
noise levels? (Less-Than-Significant Impact)

Refer to Section XII.a. No permanent noise sources that would expose persons to excessive ground-
borne vibration or noise levels would be located within the project site. Construction activities
associated with implementation of the proposed project are not expected to result in excessive
groundborne vibration or groundborne noise levels. Therefore, implementation of the proposed
project would not permanently expose persons within or around the project site to excessive
groundborne vibration or noise.

c) A substantial permanent increase in ambient noise levels in the project vicinity above levels
existing without the project? (Less-Than-Significant Impact)

Refer to Sections XII.a and XII.d. Audible increases in noise levels generally refer to a change of 3
dB or more, as this level has been found to be barely perceptible to the human ear in outdoor
environments. Implementation of the proposed project would not result in substantial increases in
traffic noise levels on local roadways in the project vicinity or operational noise at sensitive receptor
locations. Therefore, project related noise increases would be less than significant.

d) A substantial temporary or periodic increase in ambient noise levels in the project vicinity
above levels existing without the project? (Less-Than-Significant Impact)

Refer to Section XII.a. Project-related construction activities could result in high intermittent noise
levels of up to 73 dBA Lmax at nearby residential land uses. This noise would result from the
temporary use of construction equipment. This level is well below the City’s threshold of 110 dBA,
therefore, construction impacts would be less than significant.

e) For a project located within an airport land use plan or, where such a plan has not been
adopted, within 2 miles of a public airport or public use airport, would the project expose
people residing or working in the project area to excessive noise levels? (No Impact)

Please see Section VIII.e. The project site is located approximately 2.5 miles southeast of the San
Carlos Airport and approximately 13 miles southeast of the San Francisco International Airport
(SFO), and is located within the Airport Influence Area of both airports. The project site is located
within Area A of the AIA Boundary of both the San Carlos Airport and SFO. AIA Boundary A
defines the area where real estate disclosures are mandatory due to potential noise issues. However,
due to the distance from these two airports and the orientation of the runways and flight patterns, the
project site does not lie within the 55 dBA CNEL noise contours of any airport. Therefore, the
proposed project would not expose future site users to excessive noise levels due to the proximity of a
public airport.

f) For a project within the vicinity of a private airstrip, would the project expose people residing
or working in the project area to excessive noise levels? (No Impact)

Please see VIII.f. The project is not located within the vicinity of a private airstrip and would not
expose future site users to excessive noise levels due to the proximity of a private airstrip.

ATTY/RESO.0032/PC RESO APPROVING CEQA - 860 CHARTER ST.
